1. Build up the literature evangelist force.
2. Maximize the student literature evangelism program.
3. Develop publishing leaders
4. Establish literature ministry seminaries in each union.
5. Promote the literature ministry through all media ministries
6. Market through the Internet and other media ministries
7. Seek total involvement of church members in literature evangelism through mass production and circulation of missionary literature.
8. Strengthen publishing houses operations.
9. Produce quality literature
10. Strengthen the nuture program for church members through literature
